Georgia has not adopted full ACA Medicaid expansion. Instead, the state runs a partial expansion program called "Pathways to Coverage," which covers adults with income up to 100% of the federal poverty level — lower than the standard 138% threshold in fully expanded states — and requires participants to complete at least 80 hours per month of work, education, or other qualifying activity.
